Definition: The city where the owner of the property involved in the incident lives, or the city that is used in the mailing address if the property is not located within city limits.
Purpose: This field further refines the incident address.
Entry: Enter the city where the incident occurred, or the city used in the mailing address for the incident location.

A few NFIRS elements are reused accross a number of transactions, but typically the value is captured by one transaction only.
