NFIRS Relational Edit Rule 38

The NFIRS specification provides this definition for Relational Edit Rule 38:

Relational Edit Rule 38 — If the Incident Type is 140-143 or 160,170-173, then either the Fire Module or the Wildland Module is required. One of the two must be completed. If the Incident Type is 561,631 or 632, the Fire Module is not allowed but the Wildland Module may be optionally completed in addition to the Basic Module for these incidents.

Relational Edit Rule 38 - If the Incident Type is [Natural Vegetation Fire - Other (140), Forest, Woods or Wildland Fire (141), Brush or Brush-and-Grass Mixture Fire (142), Grass Fire (143)] or Special Outside Fire - Other (160), [Cultivated Vegetation, Crop Fire - Other (170), Cultivated Grain or Crop Fire (171), Cultivated Orchard or Vineyard Fire (172), Cultivated Trees or Nursery Stock Fire (173)], then either the Fire Module or the Wildland Fire Module is required. One of the two must be completed.

If the Incident Type is Unauthorized Burning (561), Authorized Controlled Burning (631) or Prescribed Fire (632), the Fire Module is not allowed but the Wildland Fire Module may be optionally completed in addition to the Basic Module for these incidents.
