NFIRS Relational Edit Rule 37

The NFIRS specification provides this definition for Relational Edit Rule 37:

Relational Edit Rule 37 — If Property Use = 500 - 800 series and Incident Type = 100 series, except 113 thru 118, then On Site Materials, Block C on the Fire module must be entered (None is a valid entry) else the field is optional.
