NFIRS Relational Edit Rule 36

The NFIRS specification provides this definition for Relational Edit Rule 36:

Relational Edit Rule 36 — If Property Use = 400 series and Incident Type = 100 series, except 113 thru 118, then Property Details, Block B1 on the Fire module (# living units) must be entered.
