NFIRS Relational Edit Rule 14

The NFIRS specification provides this definition for Relational Edit Rule 14:

Relational Edit Rule 14 — For Incident Type '54X' valid Actions Taken include all of 20s & > 50s or Actions Taken = 00. If Incident Type is 542 then allow Action Taken 52
