Volunteer organizations are challenging; volunteers come and go, their availability waxes and wains in inverse proportion to life events, their contributions and capabilities and skills are diverse.

Fire departments are always busy places; apparatus to maintain, qualifications and certifications to gain and renew, records to keep, and (when possible) a constant supply of new recruits to bring into the fold. Volunteer fire departments take a lot of behind the scenes work, and often the firefighters are planning training or building exercise equipment (e.g. entry doors, roofs), or get state licensing for the ambulance, etc. etc. Volunteers are busy.

Chiefs try not to overwhelm volunteers, they try to keep truck work to the ‘truck guy’, IT work to the ‘IT guy’, and so forth. Administration is often kept between the Chief and (if the department is lucky enough) an Administrator. Email overload is a thing. Chiefs don’t wish to spam everybody all the time.

The problem is this silos information destroying its flow, and information flow is powerful for volunteers.

Deciding what email group or text messaging group to share with, when to share with them, leaves a lot of information not shared. For the benefit of not overwhelming the cost is poor communications flow of the department. Somebody with expertise to help with an issue might not know about the issue.
